Want support to protect your property from flooding?
Flooding is a significant risk to many communities in Cornwall. In some areas, we can reduce this risk through engineering schemes, such as sea walls or rock armour. However, in many communities these types of protection are not economically or technically feasible.
Property Flood Resilience, or PFR, can be an alternative in these situations. PFR protects individual properties rather than whole communities. PFR can include flood gates, flood doors, portable pumps and more. Examples of PFR measures can be found on the BeFloodReady website here.
Our Local Flood Risk Management Strategy commits to supporting and promoting PFR. This is part of our aim for resilient communities. The Council has recently received approval to provide a new PFR scheme for more residential properties over the next two years. This opportunity builds on our last successful scheme which ran between 2020 - 2023 and delivered PFR for 30 residential properties. In this new scheme, Cornwall Council will:
Carry out a risk assessment to determine how and why your home is at risk of flooding
Conduct a survey to determine which PFR measures would work in your situation
Use a certified contractor to supply and fit the measures to the National Code of Practice standards
Contribute towards the costs of installation.

Completing the form also does not guarantee your property a place on the scheme, or that your property is suitable for PFR, but it does mean we will investigate the possibility. During October JBA Consulting completed the first batch of 30 surveys for this PFR scheme. The surveyors enjoyed visiting the properties and meeting everyone on the scheme. The surveys covered all of Cornwall, from Saltash to Bude to Penzance. During the surveys, JBA:
investigate potential entrance and exit routes for water in the property, including doors and air bricks
ask questions to better understand any previous flooding
assess likely flood height at the property
identify potential resilience measures
JBA are now writing up the reports from these surveys, including next steps.

The 2025 - 2027 Property Flood Resilience (PFR) scheme went live in September 2025! Thank you to everyone who has expressed interest in the scheme, being able to demonstrate the demand for PFR in Cornwall helped secure funding for the scheme.
A first batch of 33 properties have been selected. These properties will all have a survey in October. These surveys will be done by JBA Consulting. JBA have lots of experience conducting these surveys, and also completed the surveys for our previous PFR scheme, in 2020 - 2022. We have funding for a further 35 properties, which we will split into further batches.
We have now reviewed all applications for the scheme, up to the beginning of October. Each application has been categorised as a yes, no or hold. All the yes and no properties have been contacted to let you know the outcome. If you haven't heard from us, it means your property is a hold. This means we either are still checking some details for the property, or its flood risk is lower than other applicants. As soon as we have a final decision for your property we'll be in touch with an update. We are periodically reviewing new applications that come in, and the expression of interest form will stay open.
Please keep spreading the word about the scheme, as we are still taking applications and want residents to be able to make the most of this opportunity!

The first batch of 30 properties had their property survey to determine the their suitability for PFR and the measures required. These surveys were completed by JBA Consulting who are now writing up the reports.
February 2026 - Second batch of surveys completed
Property Flood Resilience Scheme is currently at this stage
A further 17 properties were surveyed by JBA Consulting last week. The surveys aim to understand:
The source of flood risk to the property
Possible entry routes for water into the property
What Property Flood Resilience (PFR) measures could be used to prevent water entering the property
JBA Consulting are now writing up their findings into reports, which will be shared with the homeowners.
