Why are we proposing changes?

The Mid Cornwall Metro rail service improvements will mean more people will be traveling to and from Newquay train station. It will also act as a catalyst for future retail, leisure, cultural and residential development in the station area.

This is why we want to make the roads leading to the station safer and more attractive to use for pedestrians and cyclists - and a more attractive place for people to spend time in.

That also fits with the Newquay Town Centre Development Framework, produced by Newquay Town Council and the Town Team, which highlights the need for change at Newquay Station Quarter, including by improving the station arrival experience and public realm on Cliff Road.


What is Mid Cornwall Metro?

Mid Cornwall Metro is a £56.8m scheme, largely funded through the Government’s Levelling Up Fund. Rail improvements to be delivered through the scheme include the re-introduction of a second platform at Newquay Train Station and a new passing loop at Tregoss Moor which will allow for increased frequency of trains between the mainline and Newquay as well as through journeys between Falmouth and Newquay. These improvements equate to an additional 700,000 seats a year between Newquay and Par.

A key feature of the Mid Cornwall Metro programme is improving accessibility to Newquay and other train stations on the route by sustainable, active means – by foot and by cycle.

Public Engagement

Between 8th February and 17th March 2024 we asked people to let us know what they think of our draft plans. These plans show the proposed changes to the streetscape and public realm that are aimed at enabling better access to the station and surrounding area by bus, by foot, by wheelchair and by cycle and making the area more attractive for people to spend time in.

To provide feedback, people could complete a survey. The results of this survey and public engagement feedback have been analysed and have helped to inform the next stage of the design of the scheme. We presented the developed designs at an event on October 24th 2024. They are published on this page so you can see how the scheme has progressed and how we’ve incorporated the feedback received from the public engagement into the proposals.

Phase 1

A consultation on phase 1 of the proposals (Edgecumbe Avenue to Barrowfields) was open until 7 November 2024. Construction started in January 2025.

Business Surveys

On 1st September a survey will go live for business located in the Cliff road area, and a separate, shorter survey for businesses in the wider area. The surveys will need to be completed by Sunday 7th September. The surveys aim to identify the potential impacts on businesses of the proposed changes in Newquay.

  • This survey is open for businesses located along Cliff Road only.


    This survey aims to identify the potential impacts on businesses of the proposed changes to parking provision on Cliff Road in Newquay, increased walking and cycling facilities/routes, improved public realm, additional local car parking and more frequent rail service as part of the Mid Cornwall Metro project. The proposals include:

    • Segregated cycle lanes between Barrowfields to the tram tracks, with short sections of shared-use footway.
    • Improved pedestrian walkways and crossing provision.
    • Placemaking by the rail station.
    • Improved accessiblity to bus stops.
    • Alterations to the parking provision:

    The project will enable people to walk and cycle more safely along and across Cliff Road, and will result in the relocation of  on street spaces at that particular location. However, as part of the project, additional parking spaces in the immediate vicinity will be provided, resulting in an overall increase of 58 parking spaces as follows:

    • Nearby Tolcarne Road Coach Park is to be reallocated to public car parking, providing an additional 66 spaces. The proposed charging regime will replicate Newquay’s Tregunnel Car Park; charging from 9am to 4pm from 1st April to 31st October. Outside of these times, parking will be free.
    • Eight new on-street car parking spaces on nearby Oakleigh Terrace (proposed 1 hour waiting).
    • A new and larger delivery bay.
    • Increasing free parking duration from 20-30 minutes at Newquay Station Car Park.
    • An additional three disabled parking spaces outside the JD Wetherspoon pub (The Towan Blystra), with the waiting time increased from 30 minutes to 1 hour on all spaces in this location.
    • Advance permits and offers will be available meaning that residents of Newquay will be able to park for less than £1 per day.

    This survey aims to identify general perception, and specific views with rail improvements, walking and cycling enhancements, public realm changes, on-street car parking removal, and perception of the significant parking capacity uplift in the vicinity.

    All data collected in this survey will be treated in accordance with the General Data Protection Regulation (GDPR) guidelines and in line with Cornwall Council’s data privacy policies [1]. Responses will be used only for the purpose of the Business Impact Assessment and will be securely deleted once they are no longer required. Participation is voluntary and respondents have the right to withdraw at any stage without providing a reason.
