January 29th Update:

Work is now well underway on the Mid Cornwall Metro Active Travel project in Newquay, and despite the challenging weather conditions, good progress is being made on site. We’d like to thank local businesses, residents and visitors for their patience while these early works take place. Our teams are working hard to keep disruption to a minimum and to complete each phase of work as efficiently as possible.

Significant preparatory and improvement works have been completed in Tolcarne Carpark, including:

  • Vegetation and weed clearance across the site
  • Relocation of an existing streetlight
  • Installation of new drainage and kerbing along the western side of the car park
  • Installation of kerbing for a new planter and tree pit
  • New granite kerbs installed around the existing grass verge
  • The kerb line in front of the footpath has been broken out and prepared for new kerbing
  • Excavation and cut-out of the new island, within the car park

Next week, subject to weather conditions, we expect to move into the Permit Holders’ Car Park for around two weeks, to carry out resurfacing and line marking. Advisory signage will be put out shortly, directing Permit Holders to the alternative spaces that have been allocated, within the current bus park area.

On Narrowcliff and Cliff Road, we have completed three trial pits. The locations and sequencing of these trial pits have been carefully planned to minimise disruption and move efficiently from one location to the next, whilst making the best use of road space and traffic management. This will help us carry out the work safely and swiftly, reducing the overall impact on everyone in the vicinity.

January 16th Update:

As part of the Mid Cornwall Metro Active Travel project, we are preparing for the main construction works scheduled to begin later this year. Ahead of this, we need to carry out trial pit investigations along Cliff Road which will commence on 19th January, for a period of approximately seven weeks.

Between Oakleigh Terrace and Narrowcliff, around 62 trial pits will be excavated in the footways, highway, and highway edges at various locations. We have already completed Ground Penetrating Radar (GPR) surveys to identify utility services. However, utility providers have requested more information is obtained before they can determine whether these services can be diverted or lowered before the main works begin. Trial pits help engineers examine the soil beneath the surface. This allows them to gather accurate information about ground conditions, structural stability, and check for any contamination. These findings are essential for planning and designing the main construction works.

To provide a safe place of work for the team, we will use signing, lighting, and guarding for most locations. However, for the trial pits that are on the highway itself, two-way traffic lights will be in place. There will also be some temporary parking restrictions at times.


December update: Commencing on 12th January 2026, works will begin at Tolcarne Car Park in Newquay. The project is expected to take approximately six weeks and will include:

  • Resurfacing the car park
  • Installing kerbing to define pedestrian and vehicle routes
  • Relocating an existing lamppost to improve pedestrian access
  • Applying new road markings to create designated spaces

Once complete, coach parking will be located at the front of the car park, while car parking will be positioned towards the back.

Over the last 18 months, we’ve shared our ideas with businesses and residents about changes to the roads around Newquay’s Station Quarter and made significant changes to the plans to incorporate feedback we have received. These support the wider Mid Cornwall Metro project which will bring more train services to the town from spring next year.

Why are we making changes?

We want to make the area leading to and around the railway station safer for you. Our proposals aim to make it easier and safer for you to walk, cycle or catch the bus in and around the town centre, as well as make it easier for you to park your car if you need to drive.

It's also about creating an attractive gateway to Newquay town centre and the Station Quarter where people want to spend time and visit local shops and businesses.

  • The current layout saw 13 collisions, including 10 involving pedestrians and cyclists, between 2013 and 2022. 
  • We’ll widen the current footways on Cliff Road and provide a new pedestrian crossing outside Rebellion, as well as extend the bus stops and relocate and extend the loading bays.
  • There will be more space for drivers to park their cars, with a new car park (which will be free from 4pm to 9am and during the winter) and extended free parking at Newquay Railway Station (20 mins to 30 mins). Free on-street parking bays outside Wetherspoons and on Oakleigh Terrace will allow parking of up to an hour. 

What is Mid Cornwall Metro?

Mid Cornwall Metro is a £56.8m scheme, largely funded through the Government’s Levelling Up Fund. Rail improvements to be delivered through the scheme include a direct hourly train service connecting Falmouth, Penryn, Truro, St Austell, Par and Newquay.

Most of the works to enable this to happen are on the Newquay to Par line and include the re-introduction of a second platform at Newquay Train Station, an improved interchange at Par and a new passing loop at Tregoss Moor which will allow for increased frequency of trains between the mainline and Newquay

A key feature of the Mid Cornwall Metro programme is improving accessibility to Newquay and other train stations on the route by sustainable, active means – by foot and by cycle.

Previous Public Engagement

Plans to improve the area have been in the public domain since February 2024, when we first shared details of the Mid Cornwall Metro project with the local community. Between 8th February and 17th March 2024 we asked people to let us know what they think of our initial designs for changes to the streetscape and public realm aimed at enabling better access to the station and surrounding area by bus, by foot, by wheelchair and by cycle and making the area more attractive for people to spend time in.

The public engagement feedback helped to inform the next stage of the design of the scheme, which was presented at an event on October 24th 2024 and available on Let's Talk Cornwall. Feedback from that stage of engagement helped shape the next round of designs, which went on display in July 2025.

In September 2025 a survey was available for business located in the Cliff road area, and a separate, shorter survey for businesses in the wider area. The surveys aimed to identify the potential impacts on businesses of the proposed changes in Newquay. The Business Impact Assessment has now been published.
