Tell us how you want Cornwall to grow.

This survey is currently open to residents from the following towns and parishes: Gerrans, Gwennap, Gwinear-Gwithian, Helston, Lanner, Lostwithiel, Probus, St Day, St Mellion. It will be open to all residents later in 2025.

Cornwall has a housing crisis. There are more than 21,000 households on our Homechoice housing register looking for an affordable home. House prices and private rents are high compared to local wages, making it difficult for some people who work here to find an affordable place to live and difficult for organisations like the NHS to recruit the staff that they need. With Government housing targets meaning we will need to build more homes, we need to plan ahead to ensure that the growth and development of new homes are high quality and help maintain our distinctive landscapes, wildlife, heritage and culture.

This means planning for the homes and environment that we will need. This sort of change can be planned for by developing a new Local Plan (a document that creates a vision and policies for where development should and should not go) lasting to 2050.

The Local Plan will set out where new homes should be built and the areas that should be protected from development. It can also set out the types of homes and business space that Cornwall needs. From cycle paths and schools to sustainable drainage, we’ll identify the infrastructure that should be delivered alongside new homes and set policies for design, energy efficiency, green space and connectivity.

Before we start developing that plan, we want to give all of our residents and communities the opportunity to tell us what they want growth to deliver and where homes should be built so that we can plan for positive change across all of our places. Doing this now means that we can reflect your wider ambitions and concerns in our plans and policies.

We’ll also be asking all town and parish councils to tell us about their priorities for growth through new Neighbourhood Priority Statements [link] . We will share the local responses from this survey with town and parish councils so they can help inform these Statements.

    Who should complete this survey?

    If you live, work or study in Cornwall, you should complete this survey. It will tell us what you value about where you live and work and the changes and that will help us to plan for a prosperous future for us all.

    You don’t need to complete all sections of this survey, feel free to skip sections that are not relevant to you. 

    Please encourage anyone else you know who would be interested in completing this survey, as we want as many people as possible to tell us what is important to them in the future.

    The data you supply as part of this survey will be used as part of the evidence base for the new Local Plan and we will analyse all responses received to inform new planning policies across Cornwall and other relevant council policies.

    We will also share the data you supply in an aggregated format with your town or parish council, based on the parish or town selected as part of the survey questions.
