Consultation has concluded

During 2019 and 2020 we undertook a review of the whole of Cornwall. The review had to be paused temporarily due to the Coronavirus Pandemic. When the review resumed, Cornwall Council was able to make final decisions in respect of most Towns and Parishes. Due to the complexity of the issues for the whole of Penzance Parish and the time constraints Cornwall Council agreed that the decisions about proposals for Penzance be deferred until after the May 2021 elections. 

Since we last consulted on these deferred proposals (between December 2019 and March 2020) a considerable length of time had passed and some of the circumstances that are relevant to these proposals may have changed since then. We therefore provided a further opportunity to provide feedback on these proposals.

As no final decisions were made with regards to these proposals, we were seeking opinions on:

  • the Council’s draft recommendations from December 2019 that were the subject of the last public consultation; and/or
  • any subsequent recommendations that were made following the consideration of the outcome of the public consultation.



1. Boundary between Madron and Penzance


Background

Cornwall Council received submissions from Madron Parish Council and Gulval Village Community Association to extend its boundary so as to bring the village of Gulval within Madron Parish. This is shown in Map 1.0. Penzance Town Council did not wish to make this change.  

Cornwall Council’s draft recommendation was that it did not consider that the proposed change would better reflect the interest or identity of the local community and secure more effective and convenient community governance. Following the public consultation, a submission was received from Madron Parish Council withdrawing the proposal to extend its boundary.  In October 2021 Gulval Village Community Association also withdrew its support for the proposed change to the boundary. 


2. Creation of a new parish of Heamoor


Background

Cornwall Council received a submission from the Heamoor Village Council Steering Group that it wished to create a new parish of Heamoor, which would have the same boundaries as the Penzance Parish ward of Heamoor, as per Map 2.0, as it considered that Heamoor had a separate identity to that of Penzance and would benefit from having its own community governance. 

Penzance Town Council did not wish to make this change and raised concerns about the impact the change would have on its ability to provide services for the remaining residents of Penzance Parish. 

Cornwall Council’s draft recommendation was that it did not consider that the creation of a new parish was likely to better reflect the identity and interests of the area and secure more effective and convenient community governance. 

During the period of public consultation 36 respondents were in agreement with the Council's draft recommendation of no change and 22 respondents disagreed with the Council's draft recommendation of no change. 

In October 2021 Heamoor Village Council Steering Group informed the Council that it no longer wished to support this proposal. 


3. Creation of new Parish of Newlyn, Mousehole and Paul 


Cornwall Council received a submission from a local resident to create a new parish of Newlyn, Mousehole and Paul, which would have the same boundaries as the Penzance Parish ward of Newlyn and Mousehole, as per Map 3.0, as it considered that the area had a separate identity to that of Penzance and would benefit from having its own community governance. Penzance Town Council did not wish to make this change and raised concerns about the impact the change would have on its ability to provide services for the remaining residents of Penzance Parish.

4. Creation of new Parish wards of Newlyn and Mousehole and Paul 


During the Community Governance Review, as an alternative to proposal 3 above, Cornwall Council proposed a draft recommendation that the existing Penzance Parish Ward of Newlyn and Mousehole be split into a Newlyn Ward represented by 3 Town Councillors and a Mousehole and Paul ward represented by 1 Town Councillor, indicated by Map 4.0. Cornwall Council considered that this change was likely to better reflect the identity and interests of the area and secure more effective and convenient community governance.



Consultation

To help inform the Council’s final decision on the changes under consideration, we asked for any additional views and information about these proposals, particularly with regards to any relevant changes that may have taken place in the area since March 2020 that impact on the proposals under consideration. People did not need to re-submit any views that they had already provided to us during the original consultation, as these would still be considered.

To provide their additional views, feedback or evidence with regards to these draft proposals, people were invited complete a feedback form, which was available online on this page or as hard copy on request. A printable reference copy is provided on this page. People were also able to email or post their response to us. The deadline for responses was 29 April 2022.

Outcomes

The feedback from this public consultation was considered at Constitution and Governance Committee meetings on 6th September 2022, 1st November 2022 and 12th January 2023 and informed their recommendations, which were raised and discussed at an Extraordinary meeting of the Council held on 31st January.

With regards to the proposals on this page, the decision was made to make No Changes to the current arrangements.
