What are we consulting on?

Highway Improvements: Landscaping and Crossing Enhancements

The proposed highway improvements include new landscaped build‑outs and pedestrian crossings. Phase 1 of the scheme was previously rejected following public consultation.

Location 1: Mounts Bay School
At this location, the road would be reduced to a single carriageway through the introduction of a landscaped build‑out. Flat‑top traffic‑calming humps would be installed, along with pedestrian crossings at both school entrances. Existing double yellow lines would be renewed, and additional double yellow lines would be introduced where required.

Location 2: Poltair Terrace
Improvements at Poltair Terrace would include a landscaped build‑out on the north‑east arm of the junction, reducing the road to a single carriageway and providing a formal pedestrian crossing point. Footways would be regraded and widened, with widths ranging from approximately 2.5 metres to 1.5 metres, reducing to 1.2 metres in constrained areas. An existing designated parking bay would be retained. The current pedestrian refuge would remain in its location but would be enlarged. Existing double yellow lines would be renewed, with new restrictions added where necessary.

Why are we doing this?

The purpose of the scheme is to improve safety and support active travel by reducing traffic speeds, enhancing pedestrian crossing facilities, widening footways, and introducing high‑quality landscaping to create safer and more attractive routes to school.

Phase One of the scheme was previously rejected following public consultation. Concerns were raised regarding potential traffic impacts, safety implications, and the effectiveness of the temporary measures that were originally proposed. This feedback has been carefully considered and has informed a revised and more robust design for both Mounts Bay School and Poltair Terrace.

The updated proposals focus on permanent, engineered solutions that better address pedestrian safety, support active travel, and manage congestion during peak periods. At Mounts Bay School, the revised design includes reducing the carriageway to a single lane through the introduction of a landscaped build‑out, installing flat‑top speed humps at both school entrances, improving pedestrian crossing facilities, and renewing double yellow lines to improve visibility and compliance.

At Poltair Terrace, the scheme proposes a build‑out to reduce vehicle speeds, enhanced landscaping, improved pedestrian crossing opportunities, and widened footways to support safer movement on foot. The existing disabled parking bay will be retained, and the pedestrian refuge will be enlarged to improve safety. Double yellow lines will be renewed or introduced where required.
