Cornwall Council is consulting on the draft Chief Planning Officer Note: Homes for All: Guidance for Inclusive Housing Delivery. This document sets out how we can deliver more affordable, supported, and diverse housing across Cornwall. Your feedback will help shape how we plan for inclusive communities and meet real housing needs.

Alongside this Chief Planning Officer Note, we are also seeking views on our Build-to-Rent Discussion Paper. Build-to-Rent is a growing model for professionally managed rental homes, and we want your input on how it could work in Cornwall - balancing quality, affordability, and investment.

The consultation runs

We want to know if the draft Homes for All: Guidance for Inclusive Housing Delivery Chief Planning Officer Note provides the right balance of clarity, flexibility, and deliverability—helping us create homes that are genuinely affordable, sustainable, and suited to Cornwall’s diverse communities.

Your responses will shape the final Chief Planning Officer Note and inform our approach to Build-to-Rent. Please take a few minutes to complete the survey by (date 6 weeks from start of consultation) 1 April 2026 and help us deliver homes for all.

When the consultation closes, we will review and analyse all the responses we receive, make any amendments that we consider to be necessary..
