Exciting plans are underway to transform Truro’s Boscawen Street.

Truro’s Healthy Streets group, led by Truro City Council, Truro BID and Cornwall Council, want to work with local residents and businesses to develop an ambitious new vision for Truro which will ensure that the city centre is accessible to all parts of the community and make the city a thriving place for the future.

Monday, 19 July will see the introduction of the first phase which is designed to reduce traffic and pollution levels in the city centre and create a better environment for all, allowing space for people to move around safely and comfortably.

The 12 month trial will help to regenerate the city centre at the same time as increasing opportunities for walking, cycling and bus use, and for staging community events. It is also part of the wider ambition to promote sustainable transport and tackle climate change.

What is being proposed?

The first phase involves trialling a 24 hour restriction on all through traffic entering Boscawen Street for a 12 month period. Access will be retained for emergency vehicles, buses, taxis, cycles and blue badge holders, and for loading and unloading.

To deliver the new experimental scheme, the area of carriageway used by permitted vehicles is being narrowed, creating more space for pedestrians and cyclists to use. Existing disabled parking bays and loading bays will remain and, where impacted, will be replaced.

This means there is no reduction in the number of parking spaces for blue badge holders or in the number of loading bays in the city centre.

Boscawen Street has a key role to play in the wider public transport network. It is essential for people using public transport to be able to access the city centre so buses will also be able to access the street during the experimental scheme.

New benches and planters are being installed at key places throughout the street to help create a vibrant and attractive space in the city centre

The first phase will be introduced using an 'Experimental Traffic Regulation Order' funded by Cornwall Council. This gives us the chance to see if and how it is working before making a decision on whether the measure should be made permanent. During the experimental scheme period you will have opportunities to provide further feedback.

A series of consultation days will be held in the city centre throughout the scheme to enable people to ask questions and give their views. Details of dates and times of the events will be confirmed as soon as possible.

    Work is continuing on developing the detailed proposals for the experimental scheme for Boscawen Street which is due to be introduced on 19 July.

    As previously explained this is the first stage of a longer term plan to create an ambitious new vision for Truro which will ensure that the city centre is accessible to all parts of the community and provide a safe, accessible and attractive space in the centre of Truro.

    This first phase will focus on reducing traffic and pollution levels in the city through the introduction of an experimental 24 hour restriction on through traffic entering Boscawen Street. Access will be retained for emergency vehicles, buses, taxis, cycles and blue badge holders, and for loading and unloading.
