We are proposing to make changes to Speed Limits in the Hillhead Road Area, Falmouth.

What are we consulting on?

We are planning to introduce new speed limits in the Hillhead Road area to help make the roads safer for everyone.

The current National Speed Limit on Hillhead Road would be reduced to 30mph. In addition, new 20mph zones are proposed for the recently built residential estates nearby. These changes are part of wider highway improvements, which include new street lighting and adjustments to where the 30mph limit begins and ends—especially where the new estate connects to the existing road network.

Why are we doing this?

Lowering speed limits in residential areas is an important step in protecting children, pedestrians, and cyclists. Slower speeds reduce the risk of serious accidents and make streets feel safer for everyone who uses them.

These proposals are part of a Section 278 Agreement between Cornwall Council and the developer of the Pen Bethan housing estate, located off Hillhead Road. As part of this agreement, road improvements have been planned to support the new development. We’re also taking this opportunity to extend 20mph limits to other nearby estates that have recently been built.

Next steps

Once the Consultation finishes on the 1st August 2025, we will collect the feedback and traffic data to decide what to do next on the proposed speed limit extents.
