We want to hear your views on the proposed changes to Cornwall Council operated Day Centres

Cornwall Day Centres are a part of Cornwall Council’s Adult Social Care service. They provide a range of activities within 12 buildings across Cornwall.

Days Centres are mainly used by people with learning disabilities and offer a range of activities and off-site sessions for adults with learning disabilities and physical disabilities throughout Cornwall. Good day time occupation helps people with Learning Disabilities stay active and socially connected.

Historically, many Councils have provided Day Centres alongside commercially operated day facilities. In addition to the centres operated by Cornwall Council 21 Day Centres are operated by private and charitable organisations supporting nearly 500 people across Cornwall.

Cornwall Council does not have a statutory duty to provide Day Centres but, in line with our programme to ‘Deliver Better Care’, we want people to be able to access activities that meet their agreed outcomes. Our 2022 Better Lives Strategy sets out our approach to make sure our residents can access a network of day-time occupation and activities across Cornwall. This offer includes Council-operated Day Centres alongside Day Centres that are commissioned by the Council.

Why change?

The way people access care and support services over the recent years has changed. People have told us they would like to be as independent as possible, have control over their lives and access activities in their local communities.

Cornwall Council has developed a new programme to modernise Adult Social Care services called Delivering Better Care. The key aim of the programme is to deliver a range of innovative, creative, person-centred and place-based community options to support people and their local communities.

Less people now use Cornwall Council’s Day Centres as they have access to a range of alternative services and activities.

Cornwall Council has reviewed the current usage and costs of running the in-house Day Centres in Bude, Newquay, Bodmin and Launceston. Continuing to operate these day centres is not providing value for money for Cornwall Council.

The Council’s ambition for Day Centres in Cornwall is that there is a network of Day Centres and activities available to residents across Cornwall that fulfils people’s lives and contributes to our ambition for safe and sustainable communities.

As part of this, Day Services provision in Cornwall will continue to include a wide range of activities and opportunities delivered by different operators in local communities across Cornwall.

Current consultation

We are consulting on the proposal to close the Day Centres in Bude, Newquay, Bodmin and Launceston and to support people to access appropriate activities within their community.

During this consultation our focus is on working with the 20 individuals directly impacted by these proposals and their families and carers to explore options and find a suitable alternative. However, we also welcome views from people who could attend the sites in the future, residents, businesses, local councils and other organisations.

The consultation closed at midnight on 10 April 2022.
