Connecting Cornwall:2030 is Cornwall’s Local Transport Plan. We published it in 2011 and it is time to review and update it. Connecting Cornwall is the strategy that sets out how we will plan, manage and develop transport in Cornwall.
The individual transport schemes that we plan to deliver to support the strategy, are set out in separate Implementation Plan documents. The plan typically has a £4m a year budget to deliver local transport schemes. However, it also draws in considerable additional capital funding through bids we make to the Government, and other sources.
The Strategy sets out a vision and goals and how we will seek to achieve these.
Since the Strategy was published some big changes have happened to our society. Most notably, the Covid-19 pandemic and a recognition that we face a Climate Change crisis. Cornwall has declared a climate emergency and has a goal of being carbon neutral by 2030. In fact, the Prime Minister has recently set out that Cornwall will lead the way and be the UKs first Carbon neutral county.
However, the challenge ahead of us is huge. Transport contributes 27% to Cornwall’s greenhouse gas emissions and private petrol and diesel car use is a major contributor. Cars also contribute to poor air quality, congestion, deaths and injuries on roads, and poor health due to inactivity. They also take up a lot of space on our streets and in our towns that could be used for homes or green spaces. The Local Transport Plan needs to be bold in helping to lead the way towards a carbon neutral Cornwall, and provide alternatives to car travel.
These and other factors will affect transport within Cornwall. We need to update Connecting Cornwall:2030, taking into account these changes, so that transport is well planned for the next decade.
The plan has 6 goals and proposals under each of these. Please consider the proposals that have a particular impact on your own work area, where you feel a proposal is missing or needs changing please include contact details so we can discuss in further detail.
