Penryn, Commercial Road; MCM Active Travel.

We are proposing to make alterations to improve pedestrian and cycling routes in Commerical Road, Penryn.

What are we consulting on?

The proposals are comprised of a number of alterations which have been revised and refined after two public consultations where the plans were presented and reviewed by members of the public, business owners and councillors.

The changes are:

Changes to Commercial Road focus on the southern end, closest to Jubilee Warehouse. This trial scheme will run for 12 months after an initial feedback and construction period of 6 months. We will look at improving pedestrian crossings at three locations; the proposals are to enhance pedestrian safety on Commercial Road.

The works include:

- Installation of bolt down traffic islands at two locations - outside Grays Wharf and Cornwall Hospice Care shop.

- Installation of tactile surfacing to aid visually impaired users identify crossing points along Commercial Road.

- Installation of coloured road surfacing at these crossing points to further highlight to vehicles the presence of crossing points.

- Installation of Wand Orcas from Cornwall Glass to Grays Wharf (The One Piece Wand Orca is a simple safety barrier used to separate pedestrians from traffic. It has a low rubber base and a reflective flexible post, making walking areas safer and more visible to drivers).

This scheme is not affecting the parking along Commercial Road; with no spaces being removed.

The trial will be monitored closely by Cormac to understand pedestrian flows and traffic movements. This consultation will be open for the duration of the trial period and we encourage everyone to comment throughout the schemes duration (9th July 2026 through to 31st December 2027).

Why are we doing this?

The Mid Cornwall Metro rail service improvements will mean more people will be travelling between Falmouth and Penryn and Newquay as well as stations along this route. We want to make access towards Penryn Station easier and safer for pedestrians and cyclists and we also want to improve Commercial Road, making it a more attractive place to spend time, and making it easier to walk and cycle. The designs align with much of the recent design work for Commercial Road that was supported by Penryn Town Council.

What is Mid Cornwall Metro?

Mid Cornwall Metro is a £56.8m scheme, largely funded through the Government’s Levelling Up Fund. Rail improvements to be delivered through the scheme include a direct hourly train service connecting Falmouth, Penryn, Truro, St Austell, Par and Newquay.

Most of the works to enable this to happen are on the Newquay to Par line and include the re-introduction of a second platform at Newquay Train Station, an improved interchange at Par and a new passing loop at Tregoss Moor which will allow for increased frequency of trains between the mainline and Newquay

A key feature of the Mid Cornwall Metro programme is improving accessibility to Penryn and other train stations on the route by sustainable, active means – by foot and by cycle.
