The ADAM system is used to send referral information to providers for care services and placements, including care homes, homecare, and housing and support. It helps us share referrals quickly and manage a high number of referrals each week.
To avoid delays for people who need care, it’s important that referrals include the right information and that providers respond using the system where possible. Using phone calls or emails to follow up can slow things down.
In November 2025, a new Care Home referral category was added to the ADAM system. We are asking for feedback on how well this works so far. We also want your views on Homecare and Housing and Support referrals in the ADAM system, and on the purchasing process overall, so we can see what works well and what could be improved.

This includes any information which may represent your personal data. All the information you share with Adult Social Care will be stored safely for the duration of the evaluation. It will be destroyed one year after it has finished.

The ADAM system is used by Cornwall Council Adult Social Care to share care referrals with approved providers. Following the introduction of the latest Care Home referral category in November 2025, we welcome your feedback on how ADAM is working across Care Homes, Homecare, and Housing and Support contracts, as well as your views on how the purchasing process could be improved.
The survey should take approximately 5–10 minutes to complete, depending on the level of detail you choose to provide. Your feedback is highly valued, and we encourage all ADAM providers to take part and help shape future improvements. You may also choose to leave your contact details at the end of the survey to enable us to follow up on any specific points raised; this is entirely optional.
