We are sending out this survey to build an accurate and up‑to‑date picture of ESOL delivery across Cornwall. This includes understanding who is delivering what, where, and to whom, as well as the challenges, gaps and opportunities providers are experiencing. The information you share will help us:
Map current ESOL provision and identify any gaps in geography, levels, or accessibility.
Plan future ESOL commissioning, including Adult Skills Fund, Resettlement funding, and community‑based ESOL offers.
Develop a coordinated countywide approach that meets the needs of learners, providers, employers and communities.
Shape priorities for the ESOL Innovation Fund, ensuring the funding supports the right areas and adds genuine value.
Improve learner pathways, from pre‑entry through to employment, volunteering and progression into further study.
