What Are Traffic Orders?
Traffic Orders (TOs) are legal documents that enable Cornwall Council, as the local highway authority, to manage road usage across Cornwall. They include Traffic Regulation Orders (TROs) and Speed Limit Orders (SLOs) and are needed to implement the following:
- Parking places
- Areas for waiting, loading, and unloading
- Speed limits
- Double yellow lines
- One-way streets
- Turning bans
- Prohibition of vehicles
- Weight restrictions for vehicles
- Bus and cycle lanes
- Taxi ranks
Cormac manages the consultation process for Traffic Orders on behalf of Cornwall Council.
The Traffic Order Process
The traffic authority must follow the legal process outlined in the Local Authorities' Traffic Orders (Procedure) (England and Wales) Regulations 1996 to introduce a Traffic Order. This process typically takes 12 to 18 months to complete and may take longer for more complex ones.
These legal orders are essential for police and civil enforcement officers to manage traffic rules and public road restrictions effectively.
Formal Consultations
The public can provide feedback during the formal consultation phase of a Traffic Order. Proposed changes will be announced in local newspapers and can be viewed on the Travel and Transportation section of Let's Talk Cornwall. This process often attracts a variety of opinions from the community.
For Traffic Regulation Orders (TROs), there is a formal period for people to express their views.
All comments must be considered before a Traffic Order can be made operational and implemented on-site. If significant changes arise after the consultation, they will also be shared with the public for additional comments, with a minimum of 21 days for further comments.

Implementation and Enforcement
Once the legal process is finalised, our contractors will begin constructing the scheme, ensuring all signs and markings comply with regulations. After the scheme is completed, the council will enforce parking rules based on the Traffic Management Act 2004. The police can also enforce regulations related to moving traffic, such as speed limits, prohibited turns, weight restrictions, and driving limitations.
