Cornwall Council licences taxis (Hackney Carriages), private hire vehicles, operators and drivers.

These services are a vital part of local transport, helping keep our communities connected.

What’s the difference between taxis and private hire vehicles?

  • Taxis (Hackney Carriages) can be picked up from taxi ranks, hailed in the street, or pre-booked.
  • Private Hire Vehicles must always be pre-booked — they cannot be hailed or wait at taxi ranks.

What are Taxi Zones?

Taxis in Cornwall are licensed in 6 separate areas, based on the old district councils of Penwith, Kerrier, Carrick, Restormel, North Cornwall, and Caradon.

Even though Cornwall Council became a single authority in 2009, these zones currently still exist because of legacy legislation. This means:

  • A taxi licensed in one zone can’t pick up passengers in another zone.
  • Fare tariffs are different in each zone.
  • Taxi licences only apply to one zone, although some taxis can have two taxi licences.

Why change this?

The Government’s Taxi and private hire vehicle licensing: best practice recommends removing taxi zones to:-

  • Make things simpler for passengers.
  • Improve taxi availability and customer choice.
  • Create a fairer and more efficient system.

What’s being proposed?

Cornwall Council wants to remove the six taxi zones and create one single taxi area for all of Cornwall.
