The Governing Bodies of Torpoint Nursery and Infant School and the Rame Peninsula Federation of Carbeile Junior School and Fourlanesend Community Primary School are seeking your ideas, feedback and views on proposals they are putting forward to dissolve the existing Rame Peninsula Federation and form a new federation of the three schools under a single joint governing body: The Rame Federation.

The publication of these statutory proposals and following consultation period, forms part of a wider, formal statutory process, which is outlined in summary below, but in more detail in the accompanying proposal document.

It is important to emphasise that no final decision has been made by the governors at this stage. This consultation provides an opportunity for all stakeholders to share their views before any determination is reached around whether the governors wish to proceed with forming a federation.

Why is Federation being considered and what is being proposed?

It addresses:

• What is the proposal and what is the rationale behind it?

• What is a hard federation and what are its advantages/disadvantages?

• What is the proposed federation’s intended shared vision?

• What is the proposed constitution of the federation governing body?

• What will staffing look like?

• Who is the admissions authority?

It also details the underpinning statutory guidance governing the process and provides a timeline of key events and milestones.

What Happens Next?

The six-week period between today, Monday 21 September 2026, and Monday 2 November 2026 is known as the ‘Consultation Period’.

During this time, The Governing Bodies of Torpoint Nursery and Infant School and the Rame Peninsula Federation of Carbeile Junior School and Fourlanesend Community Primary School are seeking to consult with stakeholders (including but not restricted to, parents and carers, pupils, staff, local schools and providers and the Local Authority) around the full proposals they have put forward.

During the Consultation Period, any person or organisation can submit comments on the proposal, to be taken into account by the Decision Maker (which in this case are the governing bodies of Torpoint Nursery and Infant School and the Rame Peninsula Federation of Carbeile Junior School and Fourlanesend Community Primary School).

A survey, designed to enable you to feedback your comments and questions is available in relation to the Federation proposal.

• Stakeholder Meetings

In addition to the survey, three meetings have been arranged where you will have an opportunity to hear more about the proposal put forward, hear answers to frequently asked questions and share questions and ideas of your own.

These meetings will be led by members of all three Schools’ senior leadership teams and their Governing Bodies.

Meetings will be held as follows:

1. Tuesday 6 October 2026, 3.00pm - Parent meeting at Fourlanesend School
2. Wednesday 7 October 2026, 4.00pm - Parent meeting at Torpoint Nursery and Infant School
3. Thursday 8 October 2026, 4.30pm - Parent meeting at Carbeile Junior School

The Governing Bodies of Torpoint Nursery and Infant School and the Rame Peninsula Federation of Carbeile Junior School and Fourlanesend Community Primary School commit to considering ALL the views submitted during the Consultation Period, including all support for, objections to, and comments on the proposal.

Following the Consultation Period and the consideration of the views and feedback submitted therein, The Governing Bodies intend to be in a position to communicate a decision on whether to proceed with the proposals on 30 November 2026.
