What are we consulting on?
Stopping up highway to vehicular access at Trencreek and Chapel Rail Level Crossings, Newquay.
The Areas to be stopped are shown on the attached plans TCLX 1 and TCLX 2
Why are we doing this?
Increased pedestrian and cycle activity, and enhanced rail services, have increased traffic and safety concerns at the Trencreek and Chapel Level Crossings.
The Newquay Strategic Route (NSR) highway scheme was completed in May 2025, providing an alternative road bridge route for vehicles, avoiding the rail crossings.
New level crossing facilities and a Traffic Regulation Order were installed at each site in May 2025, prohibiting vehicular traffic movements across the level crossings, encouraging through traffic to use the new route making conditions safer for vulnerable road users across the existing level crossings.
Extinguishing vehicular rights within the level crossings will consolidate the closure to vehicles and allow further development of the rail services.
Next steps
Once the initial consultation process is concluded all responses will be reviewed and, if no objection, the formal consultation will be commenced and an application made to the magistrates court.
The consultation period runs from 8th of June to the 14th of August 2026.
