Gross Payments and Provider Portal

As you will be aware, the Council is currently working with providers to develop the new service delivery models for community based support, which will include home care, supportive lifestyles and other non-residential services. As part of the new approach we will be introducing a new Provider Portal and Gross Payments model from Spring 2024 in line with the new contracts. This will help to speed up the payments process, reduce errors and support market sustainability.

The move to a Gross Payment model for community based support will mean that you no longer have to devote time to billing people who use services and chasing the payment of client contributions. The Provider Portal will improve the way your payments to us are processed, reduce rejections and give you real time information on payment status. This will only apply to those purchase orders directly commissioned by the local authority; self-funders and other private arrangements will continue as they are.

We are in the initial planning stages and would like to seek your views. We kindly ask you to complete the following survey by Wednesday 14/06/2023 to allow us to better understand your current processes and ensure a smooth transition for both providers and people who use services.

At the end of the survey there is also a chance for current DPS users to express interest in being an early adopter and providing valuable feedback during a trial period, which would include both provider portal and gross payments.

To request a paper copy of this survey please email contractsadults@cornwall.gov.uk.
