We’re making improvements in Penzance town centre to help people move around safely, easily, and sustainably – whether you’re walking, wheeling, cycling, or using public transport.
As part of this work, we’re asking for your views on our plans to apply for new powers that would allow us to enforce existing traffic restrictions in the heart of the town.
These proposals are part of our wider vision to create a cleaner, safer and more vibrant Penzance for everyone who lives, works, visits or does business here.
Your street, Your space – Market Jew Street and Market Place
Penzance is undergoing an exciting transformation through the Penzance Town Deal, which includes investment in sustainable transport and public realm improvements across the town.
Market Jew Street and Market Place are two of the most well-used public spaces in the centre of Penzance. These streets are home to local shops, cafes, services, and the bus and rail interchange – making them essential for residents and visitors alike.
To support this, the Healthy Streets PZ scheme introduced timed restrictions for vehicles, helping to reduce traffic and improve safety during peak daytime hours. But despite the changes, some drivers still use the zone during restricted periods, undermining the original aims of the scheme.
We want to create a truly safe and accessible space in the town centre – and to do that, we’re applying to the Government for powers that would allow Cornwall Council to directly enforce the existing rules on vehicle access.
How will enforcement work?
If we are granted these powers, moving traffic enforcement will be introduced at Market Jew Street at the junction with Albert Street as well as at the junction with The Greenmarket and also on Market Place.Cornwall Council will use Automatic Number Plate Recognition (ANPR) cameras to monitor compliance. Vehicles breaking the rules will be issued a Penalty Charge Notice (PCN).
There will be a warning period when enforcement begins, giving drivers time to adjust. After that, fines will be issued for non-compliance.
Any income generated by moving traffic fines will only be used for transport improvements such as highway repairs, pedestrian improvements and public transport.
How you can get involved
Before applying for these powers, we want to hear from you.
We’re consulting on the proposed changes for a six-week period from 14 May to 25 June 2025.During the consultation period, we will engage with emergency services, local councillors, and other key stakeholders such as community groups, and special interest groups such as cycling and accessibility organisations.
