Penzance, Coinagehall Street: Town Deal
We are proposing to enhance the walking and cycling environment around Coinagehall Street.
What are we consulting on?
Key features of the proposal include:
Installation of a new zebra crossing on the Quay: This crossing will connect the harbour with nearby housing developments. A raised table will also be added at the adjacent Quay Street side road to enhance pedestrian safety.
Vehicle restrictions on Coinagehall Street: Motor vehicles will be prohibited from the eastern section of Coinagehall Street as part of the Treveth housing development.
Timed parking restrictions: All on-street parking within the scheme area, including along Western Promenade Road, will be subject to time limits. These restrictions aim to prevent long-term parking (e.g. for Isles of Scilly trips) while still accommodating residents and day visitors.
Proposed restriction: Monday to Saturday, 9:00 AM – 1:00 PM
- Maximum stay: 3 hours
- No return within 4 hours
Why are we doing this?
Penzance Town Deal is part of the Town Investment Plan which aims to regenerate Penzance areas, driving economic growth and creating new opportunities for local businesses and residents. Through targeted investment and revitalisation, the plan seeks to reverse this.

Next steps
The consultation period runs from 29th May until the 20th June 2025. Once the consultation is concluded all responses will be considered to determine if the proposals should proceed.
