The Mid Cornwall Metro Active Travel project will be delivered through a series of carefully planned phases in Penryn. This approach is designed to minimise disruption to those living and working nearby and to maintain access to the town and for travelling public. With no more than one set of positive traffic management in place at any one time, daytime working hours will be 8am–4pm, and night works (where required), will be between 7pm–6am, with noisier activities scheduled to finish earlier to reduce disturbance to nearby residents.


Helston Road

Here we have installed tactile paving alongside drop kerbs to clearly define safe crossing locations and improve accessibility.


Station Road

Works are currently underway on and expected to complete early July 2026. A new Puffin crossing is being installed, providing a safer and more convenient location for pedestrians to cross the road. To support this improvement, the existing pedestrian refuge island will be removed and replaced by the signal-controlled crossing facility. The footway on the northern side of the road will be widened to two metres, creating a more accessible route for pedestrians. In addition, the kerbs at the station car park entrance will be built out to reduce crossing distances and improve visibility between pedestrians and drivers. There will be a full road closure required for when we come to laying the new surface and road markings, but two-way traffic lights for the majority of the scheme.


Wales & West currently have emergency works underway on Station Road and have closed the road, so we have taken the opportunity to work within their closure are grateful for their support.


Quay Hill

Works are currently underway and include amendments to junction layouts, in order to help reduce vehicle turning speeds and shorten crossing distances for pedestrians. Footways will also be widened where feasible, providing additional space and improving accessibility for all users, and dropped kerbs and tactile paving will be installed at crossing points, making routes and crossings safer and more accessible for pedestrians. The carriageway will also be resurfaced and new road markings applied. Signing, lighting and guarding will be in place to protect the workforce, with a full closure at nighttime when it comes to resurfacing and application of white lines. This phase or work is expected to complete early August 2026.


Saracen Place

The scheme includes the installation of a new zebra crossing, providing a dedicated crossing facility for pedestrians. In addition, minor adjustments will be made to the kerb layout to improve visibility between pedestrians and drivers. For the duration of the works we will need a full road closure during the daytimes, re-opening at end of each weekday and at weekends. To facilitate this whilst maintaining access for residents, the one-way system on Saracen Way will become two-way for the duration of this phase of work. Works are programmed to take commence early July, following on from the works on Station Rd, until the end of August.


Treliever Road

We will be upgrading the existing uncontrolled pedestrian crossing points, with the installation of tactile paving and minor kerb adjustments. This will improve visibility between pedestrians and approaching drivers and help make the crossing points more accessible and easier to use. At the same time, we will widen the footway beneath the bridge, creating additional space for pedestrians and improving accessibility. The carriageway will be resurfaced and new road markings applied.

Works are programmed for September to October 2026 and will be carried out under a nighttime road-closure. This will allow the buses to continue their journeys during the daytimes, travelling under the apex (highest part) of the of the bridge arch, whilst providing a safe place of work for the team during the nighttime. A temporary pedestrian walkway will be provided for the during of the works. Additional double yellow lines are to be installed on Treliever Road at the junction of Browns Hill to prevent parking on this junction and allow safe vehicle movements. A public consultation on this is expected to take place in July / August 2026 alongside the Quay Hill junction consultation to allow residents and businesses to comment on the proposals.


Commercial Road Carpark

We will be adding new double yellow lines on the access road to Commercial Road Car Park. A public consultation on this is expected to take place in July / August 2026 alongside the Quay Hill junction consultation to allow residents and businesses to comment on the proposals.


Quay Hill Traffic Signals

A scheme to upgrade the existing traffic signals at Quay Hill / Commercial Road is currently being programmed for Autumn. This scheme will be subject to a Public Consultation which is expected to take place in July / August 2026. Information on the consultation will be displayed on site in the vicinity of the junction and also on the Lets Talk consultation page.

A scheme to improve pedestrian facilities on Commercial Road is being developed with more information to be made available on this over the next couple of months.
