Decision following consultation?
The majority of responses received were in support of the proposals to reduce the speed limit at Nansledan, with many respondents feeling that a reduction in speed would enhance safety for pedestrians, in particular children and other vulnerable road users. Supporters viewed the change as vital to prevent a serious accident and to align with Nansledan’s vision of a safe, walkable community.
Some objections were received from respondents who were concerned about extended journey times, driver frustration and the belief that any benefits to safety and air quality remained unproven.
Following discussion with stakeholders, it was decided to implement the scheme as advertised, resulting in a 20mph speed limit on Stret Myghtern Arthur and Stret Euther Penndragon, as well as various residential side roads previously indicated on the site notice. A package of pedestrian improvement works is also being developed to further improve the safety of all road users.
Our works programme indicates that construction will be carried out on site in October 2025. Please note that any new speed restrictions will not come into effect until these have been completed.
What are we consulting on?
Cornwall Council intends to reduce the existing speed limit to 20mph along the eastern section of the Newquay Strategic Route and within Phase 6 of the Nansledan Development, encompassing all residential roads located south of Rialton Road. The proposal also includes extending the current 30mph speed limit on the A3059 to cover the accesses into the new residential development.
Why are we doing this?
Following engagement with residents and stakeholders, concerns have been raised about traffic speeds and pedestrian safety since the Newquay Strategic Route (NSR) was opened to through traffic. In response, Cornwall Council is proposing speed limit changes.
The proposal introduces a 20mph speed limit along the north-eastern arm of the NSR, from roundabout to roundabout, replacing the existing 30mph limit. This change supports Cornwall’s wider 20mph rollout initiative, aiming to simplify signage and enhance safety for all road users.
It is considered that implementing a 20mph limit in these areas will make a major contribution towards improving road safety, especially for vulnerable road users and for traffic using these roads. This, in turn, will aid in the achievement of the Council’s ‘Vision Zero’ goal – working towards the prevention of all fatal and serious injuries on the county road network.
The imposition of 20mph speed limits in these locations should also improve the amenity of these areas and assist in encouraging a transition towards individuals using active travel, particularly for local journeys, resulting in increased journey time reliability and healthier communities. Severance by traffic will also be reduced, facilitating a greater use of local community facilities and enabling more liveable streets. As well as encouraging more social interaction, this may also be beneficial to the local economy.
As part of this scheme, a future consultation will also be held to gather feedback on pedestrian facility improvements along the eastern arm of the NSR.
