We want to hear from organisations interested in buying and delivering a number of high-quality modular 1-bedroom, ‘SoloHaus’ micro-homes. Cornwall Council is inviting Expressions of Interest from organisations, businesses, community groups and individuals with innovative ideas for the future use of up to 37 micro-homes.

Originally purchased to provide temporary accommodation during the Covid pandemic, these units are now available for transfer to new owners. We are seeking proposals from third parties who wish to take ownership and repurpose the homes, particularly for housing-led uses that support affordability, homelessness prevention, and/or deliver community or social benefits.

Whatever your sector or background, we want to hear your ideas. These versatile units offer exciting possibilities for delivering safe, sustainable, and cost-effective accommodation.

How to submit Your Expression of Interest

This Expressions of Interest exercise will help us understand the level of interest and potential uses before any formal disposal process begins. To register your interest drop us an email and request a simple form.

To request an Expression of Interest form, ask a general question, or have an informal discussion about the units, please email: modularhousingbids@cornwall.gov.uk

Closing date: 5pm Friday 30th January 2026


How bids will be assessed

A weighted scoring matrix with the following criteria will be applied:

  • End Use Proposal: Preference given to ideas which align with Council priorities (e.g. homelessness prevention, affordable housing).
  • Quantity of Units Requested: Preference for larger volume of units, if feasible.
  • Financial Offer: Bids will be assessed on both financial and social value.
  • Organisational Capacity: Bidders will be expected to demonstrate the ability to deliver the units.
  • Local Connection: Priority for organisations with strong local ties to Cornwall.
  • Any bidder will be responsible for the collection of the within 30 days of the completion of a successful bidding process (unless negotiated separately).
