Decision following consultation.
A high proportion of the responses received were in support of the proposals to reduce the speed limit within residential areas, with many requests for extensions. Some objections were received from respondents who were concerned about extended journey times, driver frustration and the belief that any benefits to safety and air quality remained unproven.
A number of requests were made for Roydon Road to have a 20mph speed limit, in the vicinity of St Stephens Primary School. These requests came from both by supporters and objectors to the proposals. This road already benefits from a part-time 20mph limit, at school opening and closing times. A timed restriction usually results in better compliance during those times than a permanent limit. Therefore, a decision was made not to make any changes at this time.
Several respondents suggested that funds would be better spent maintaining the network, particularly by repairing potholes. However, money allocated for local safety schemes is restricted to projects that specifically improve road safety. It cannot be used for general maintenance such as potholes as these are funded from a separate budget.
After consideration of the responses received, it has been decided that the proposals in the following locations will be implemented as advertised:

The schemes listed below will be implemented in an amended form. Please see the amended site notices for details.

Our works programme indicates that construction will start on site in April 2026. Please note that any new speed restrictions will not come into effect until all the necessary works have been carried out on site.

What are we consulting on?
Cornwall Council intends to implement a 20mph Speed Limit on most residential streets in the settlements within the Launceston Community Network Area which currently have a 30mph speed limit. These settlements have previously expressed strong local support for this. Buffer zones will also be implemented leading up to these, where deemed necessary. Please see additional documentation for further details of proposed extents.
Why are we doing this?
It is considered that implementing a reduced speed limit (20mph) on roads within these areas will make a major contribution towards improving road safety, especially for vulnerable road users, and traffic using these roads. This, in turn, will aid in the achievement of the Council’s ‘Vision Zero’ goal – working towards the prevention of all fatal and serious injuries on the county road network. The imposition of 20mph speed limits in these locations, should also improve the amenity of these areas and assist in encouraging a transition towards individuals using active travel, particularly for local journeys, resulting in increased journey time reliability and healthier communities. Severance by traffic will also be reduced, facilitating a greater use of local community facilities and enabling more liveable streets. As well as encouraging more social interaction, this may also be beneficial to the local economy.
