In December 2020, the Cornwall and Isles of Scilly Leadership Board adopted the Cornwall Plan. The Cornwall Plan is the Cornwall and Isles of Scilly (CIOS) Leadership Board’s shared vision for Cornwall. It is a roadmap to deliver a greener, cleaner Cornwall that is fairer and more inclusive.

The Cornwall Plan sets ambitious goals for Cornwall’s future, set out under six aims

  • Aim 1: Creative, Net Zero Economy
  • Aim 2: Sustainable Food, Land and Seas
  • Aim 3: Thriving Places with Decent, Affordable Homes
  • Aim 4: Equality, Education and Entrepreneurship
  • Aim 5: Safe, Healthy, Resilient Communities
  • Aim 6: A Digital Revolution for Sustainable Living

To drive our delivery and galvanise our partnership working against these aims, six Strategic Convenors were appointed in 2024. Strategic Conveners will report back to the Leadership Board on a regular basis, link to view the Leadership Board meetings where this will be discussed can be found here.

Refresh

Since 2020, the CIOS Leadership Board has been committed to work together to deliver the Cornwall Plan and review progress each year. There has been real strength in Cornwall’s partnership approach. The Annual Reviews and the accompanying dashboard have become more sophisticated with every iteration. However, the Cornwall Plan had not been updated since it was first published in 2020. In 2023, the CIOS Leadership Board decided it was time for a refresh to ensure the course we are steering continues to be the right one. A number of adjustments were made to reflect the changing nature of the context we are in and the challenges we face.

Annual Reviews

The Cornwall Plan is a tool for partners to come together in a meaningful way and grapple with Cornwall’s future. The Leadership Board has committed to review progress on the Cornwall Plan each year. It is an opportunity to reflect on where we are now and where we want to go. Supporting detail can be found in the accompanying dashboards, found at the bottom of this page. An Annual Review has been conducted every year since 2021.

Doughnut economics

The Cornwall Plan includes a Cornwall Doughnut to measure progress towards the outcomes we want, which is modelled on Cornwall Council’s Development and Decision Wheel and rooted in Kate Raworth’s Doughnut Economics. It provides a holistic snapshot of Cornwall and shows how the Cornwall Plan is performing against the Doughnut’s social (fairer, more inclusive Cornwall) and planetary (greener, cleaner Cornwall) boundaries.

The Cornwall Doughnut offers a brief snapshot of where we are in each area, using the outcomes set in the Cornwall Plan. The Cornwall Plan Doughnut is not a comprehensive assessment of Cornwall, it serves as a starting point for big-picture thinking, co-creative innovation and systemic transformation. The Doughnut will support the Strategic Convenors in seeking holistic reflection on Cornwall’s ambitions and drive meaningful change.


Short-Term Actions

Following an Independent Review conducted by the University of Exeter in 2021, the Leadership Board . One of the key recommendations in the review was for the implementation short-term priority actions to feed into and contribute to the delivery of the Cornwall Plan.
