Following the successful introduction of e-bikes in Cornwall, we are now trialling e-scooters.
What are we consulting on?
Cornwall Council has introduced an Experimental Traffic Regulation Order (ETRO) to support a rental e-scooter trial in Falmouth and Penryn, Newquay, Penzance and Truro.
The trial allows rental e-scooters to be used within defined areas of these towns wherever pedal cycles are currently permitted, unless signed otherwise. This includes roads, cycle lanes and shared-use paths, but not footways.

As the scheme has been introduced using an experimental order, it is now operating while feedback is gathered. We are inviting residents, businesses, visitors and other road users to share their views and experiences of the trial.
Your feedback will help us understand how the trial is working in practice and will be considered when deciding whether the arrangements should be made permanent, modified or removed.
Why are we doing this?
The rental e-scooter trial forms part of a programme approved by the Department for Transport (DfT) to better understand how e-scooters can be used as part of the transport network.
The trial provides an opportunity to assess whether rental e-scooters can offer an additional travel option for local journeys, including connections to public transport and other destinations. It will also help us understand how e-scooters interact with other road users and what impact they may have on travel patterns within the trial areas.
Throughout the trial, Cornwall Council will monitor a range of information, including journey data, safety records and other transport-related information. This evidence will help assess the effectiveness of the scheme and contribute to national research into the future use of e-scooters.

What happens next?
The trial will continue while information and feedback are collected.
Comments received during the consultation period will be reviewed alongside monitoring data gathered throughout the trial. This information will help Cornwall Council evaluate how the scheme is performing and whether any changes are required.
At the end of the trial period, Cornwall Council will consider all of the available evidence before deciding whether the arrangements should become permanent, be amended, or be removed. Information gathered during the trial will also be shared with the Department for Transport to support the ongoing evaluation of e-scooter use across England.
