Caradon Community Network Area: 20mph Speed Limits

A high proportion of the responses received were in support of the proposals to reduce the speed limit within residential areas, with many requests for extensions. Some objections were received from respondents who were concerned about extended journey times, driver frustration, lack of enforcement and the belief that any benefits to safety and air quality remained unproven. 

Several respondents suggested that funds would be better spent maintaining the network, particularly by repairing potholes.   However, money allocated for local safety schemes is restricted to projects that specifically improve road safety. It cannot be used for general maintenance such as potholes as these are funded from a separate budget.

A number of requests were made to extend the proposed 20mph limits beyond the advertised extents, particularly on roads leading into villages and along rural approach roads. While these requests were carefully considered, many of the roads concerned have relatively few residential frontages or perform an important strategic traffic function. Introducing lower speed limits in these locations would likely result in poor compliance and could reduce the effectiveness of the scheme within the more built-up residential areas where pedestrian activity is greatest.

After consideration of the responses received, it has been decided that the proposals in the following locations will be implemented as advertised:

SN309 Clampits, Metherell & Norris Green

SN310 Harrowbarrow

SN311 St Ann's Chapel

SN313 Gunnislake

SN314 Chilsworthy

SN315 Latchley

SN316 Callington

Following comments received during the consultation, it was decided to extend the proposed 40mph limit on the eastern approach to Golberdon to include Moorland View. This will provide a more appropriate transition in speed near the properties located on the edge of the village. Please see plan SN303 Golberdon S01 for details.

In Calstock, it was decided to retain and extend the existing 30mph limit on Church Hill, past St Andrew’s Church to the junction at Glebelands. All other proposals in Calstock will be implemented as advertised. Please see plan SN308 Calstock S01 for details.

Our works programme indicates that construction will start on site Winter 2026. Please note that any new speed restrictions will not come into effect until all the necessary works have been carried out on site.

What are we consulting on?

Cornwall Council is planning to introduce a 20mph speed limit on most residential streets within the Caradon Community Network Area. This decision follows strong local support from these communities. Where necessary, buffer zones will also be added on approach to these areas. For full details of the proposed locations, please refer to the supporting documentation.

Why are we doing this?

Introducing a 20mph speed limit in these areas will make our streets safer,especially for pedestrians, cyclists, and other vulnerable road users. This change supports Cornwall Council’s Vision Zero goal: working towards eliminating all fatal and serious injuries on our roads.

Lower speeds don’t just improve safety, they make our communities better places to live. Slower traffic encourages more walking and cycling for local journeys, reduces traffic noise, and improves air quality. It also helps create more reliable travel times and healthier, more connected communities.

By reducing the dominance of traffic, we can make streets more sociable, support local businesses, and give everyone easier access to community facilities. Plus, fewer harsh accelerations and braking mean cleaner air and quieter roads, benefiting both residents and visitors.
