Our budget proposals
As one of the largest unitary councils in the country, Cornwall Council has a gross budget of around £1.6 billion. The Council uses this budget to provide public services that you, your family and friends use every day. Cornwall Council is also at the forefront of investing in the future of Cornwall.
The draft Council Priorities Plan 2026-2030 sets out what Cornwall Council will be focusing on to deliver the priorities set by the new political administration. To ensure Cornwall Council can deliver these priorities while remaining financially sustainable and resilient, the plan also includes guiding financial principles to underpin the Council’s decisions on where resources are allocated. The draft Council Priorities Plan is informing our budget proposals for the coming years.
A public consultation on the Draft Council Priorities Plan started on 14 November 2025 and will run until 18 January 2026
Our budget remains under pressure due to rising costs and increased demand for some of our high-cost statutory services.
The Government is giving more certainty to councils about revenue funding for future years. This means we can plan better for the years ahead and make structural changes to how we deliver services where that is needed. So a review of all council expenditure and investment is being undertaken and forms the basis of our draft budget proposals. The review aims to ensure we achieve the right balance between investments and savings:
Investment focused on providing sufficient resources for essential services and ‘invest to save’ opportunities where it will have the greatest impact.
Savings focused on driving greater value for money across our service provision, on increasing our income through a more commercial approach, and through transforming how our services are delivered to our residents.
