Bodmin Area (North side): Introduction of Parking restrictions.

Outcome

Thank you for participating in the recent consultation on proposals to introduce No Waiting at Any Time (double yellow lines) and No Loading restrictions at various locations on the northern side of Bodmin to address obstructive parking. The proposals also included a new Disabled Parking Bay near Bodmin Jail to provide accessible parking for Blue Badge holders between 8am and 6pm.

The responses received were generally supportive of the proposals. All representations and objections have been carefully considered, and it has been resolved that the scheme will proceed as follows:

SN01 – Midway Road, Bodmin

The proposal received good support. Whilst some concerns were raised regarding the loss of on-street parking, most properties have off-street parking available and substantial lengths of unrestricted carriageway will remain.

Decision: Implement as advertised.

SN02 – Scarletts Well Road, Scarletts Well Park and Berrycoombe Hill

The proposal received good support, including from Cornwall Fire and Rescue Service and Bodmin Town Council. No objections were received.

Decision: Implement as advertised.

SN03 – Bodiniel Road, Bodmin

Support was received from local residents, Cornwall Fire and Rescue Service and Bodmin Town Council. Concerns were raised regarding the operating hours of the proposed Disabled Parking Bay. However, the proposed hours are considered to provide an appropriate balance between the needs of Blue Badge holders and local residents. Blue Badge holders will continue to be able to use the bay outside the operational hours shown on the signage.

Decision: Implement as advertised.

SN04 – Cardell Road, Bodmin

The proposal received good support, including from Cornwall Fire and Rescue Service. Bodmin Town Council suggested extending the restrictions further along the road, whilst one respondent considered additional restrictions unnecessary.

Whilst parking demand in the area is recognised, the proposed restrictions are intended to prevent obstructive parking at junctions where visibility and vehicle manoeuvrability are compromised. Any further extension of restrictions would fall outside the scope of this scheme and require separate consultation.

Decision: Implement as advertised.

SN05 – Berrycoombe Road, Bodmin

The proposal received strong support, including from Cornwall Fire and Rescue Service. The restrictions were requested to address obstructive parking that can delay emergency vehicles responding from the nearby fire station.

Decision: Implement as advertised.

SN06 – Pool Street, Bodmin

The proposal to extend the Restricted Parking Zone near the Berrycoombe Road junction and extend No Waiting at Any Time restrictions opposite No. 44 Pool Street received support from residents, Cornwall Fire and Rescue Service and Bodmin Town Council.

The restrictions are required to prevent obstructive parking near junctions. Alternative suggestions, including a one-way system, would not address these issues.

Decision: Implement as advertised.

SN07 – Callywith Industrial Estate, Bodmin

The proposal generated significant feedback, with concerns that the original restrictions would reduce essential staff parking and adversely affect local businesses. Respondents identified parking associated with Callywith College as a key contributor to current parking pressures.

In response, the scheme has been amended to provide approximately 15 additional unrestricted on-street parking spaces whilst retaining restrictions at key junctions and locations required to maintain visibility and access for larger vehicles. Vehicle tracking has confirmed that the amended layout can accommodate HGV movements.

Decision: Implement in amended form, as shown on drawing Infra-206_SN07_SAR.

SN08 – Midway Road, Dunmere Retail Park, Bodmin

The proposal received limited responses but was supported by Cornwall Fire and Rescue Service and Bodmin Town Council.

The restrictions are intended to prevent obstructive parking at junctions and bends where visibility is compromised and highway safety may be affected.

Decision: Implement as advertised.

SN09 – Chapel Road, Foxhole

The proposal to remove the Disabled Parking Bay, which is no longer required, was supported by St Stephen-in-Brannel Parish Council.

Decision: Implement as advertised.

Please note that any new parking restrictions will only come into effect once the necessary works and statutory signing have been completed.

We are proposing to introduce a number of parking restrictions across Bodmin.

What are we consulting on?

The proposed restrictions are to mitigate obstructive parking across several locations on the northern side of Bodmin.

We are planning the introduction of:

Site Notice 1 - Midway Road: Extension of waiting restrictions (double yellow lines).

Site Notice 2 - Scarletts Well: Extension of waiting restrictions (double yellow lines).

Site Notice 3 - Bodiniel Road: Extension of waiting restrictions (double yellow lines) and Disabled Parking Bay area.

Site Notice 4 - Cardell Road: Extension of waiting restrictions (double yellow lines).

Site Notice 5 - Berrycoombe Road: Extension of waiting restrictions (double yellow lines).

Site Notice 6 - Pool Street: Extension of waiting restrictions (double yellow lines) and extension of Restricted Parking Zone – No waiting and no loading at anytime.

Site Notice 7 - Callywith Gate Ind.Estate: Introduction of new waiting restrictions (double yellow lines).

Site Notice 8 - Midway Road, Dunmere Road Retail Park: Introduction of new restrictions on waiting (double yellow lines).

Site Notice 9 - Foxhole DPB: Disabled Parking Bay removal.

Why are we doing this?

These measures have been prompted by requests from the Fire Service, local elected members, and observations made by Cornwall Council officers.

They are intended to address changes in traffic and improve road safety in the area. They aim to enhance safety for all road users, especially vulnerable groups, by providing disabled access parking, preventing obstructive parking, and preventing vehicles from stopping/loading in key traffic flow areas.
