Belonging in Cornwall
Belonging is the sense of acceptance people feel at work, at home and in the community.
The draft Belonging in Cornwall strategy is our commitment to equity, diversity and inclusion over the next four years. It sets out plans for a fair and inclusive Cornwall where everyone feels welcome and that they belong. It helps us meet the requirements of the Equality Act 2010.
We welcome your views on this draft strategy and our first-year action plan. We want to hear if there are any other important issues/areas that we should focus on.
The strategy includes how we will work with organisations and communities. And how we will lead by example and promote our values of fairness, ambition, inclusion and respect. It's about how the council provides services and information to meet people's different needs. It’s about improving how people access our buildings, services and our information. It's also about making sure Cornwall Council is a fair and inclusive place to work.
The objectives and actions with the strategy are grouped into three themes to help people better understand the role Cornwall Council seeks to play:
- Cornwall Council working in partnership with others,
- Cornwall Council as a provider of services and
- Cornwall Council as an employer.
Delivering on the strategy will help us meet our responsibilities under the public sector equality duty. The draft Strategy has been developed to address areas not already included in other Council strategies or work programmes which are referenced in the document.
The draft Belonging in Cornwall Strategy is 23 pages in total, with the objectives and action plan on pages 16 to 22. This document is also available in other versions that can be viewed and downloaded from the Consultation Documents box on this page.

Survey responses, along with any feedback received through other means, such as email, BSL video and network meetings, will be collated and a consultation report produced. The information gathered will be used to inform the final strategy document due to be presented to Cornwall Council Cabinet in summer 2026.
