Cornwall Council is the ‘admission authority’ for community and voluntary-controlled schools which means it is responsible for admissions to those schools. The Council must agree the admission arrangements for those schools annually by 28 February. This includes the oversubscription criteria (how places will be allocated if there are more applications than places available) and the Published Admission Number or PAN (the number of pupils that the school will admit).
Cornwall Council is undertaking statutory consultation, in line with the Admissions Code 2021, on the arrangements for Flushing C of E School from 2025/26, specifically a proposal to reduce the Published Admission Number (PAN). We are consulting with parents and carers, schools and other relevant parties.
Comments are invited on the proposed reduction to the PAN which is explained below.

The Published Admission Number (PAN) is the number of pupils that a school will admit up to for its new intake. It is proposed to reduce the PAN for Flushing C of E School to nine from twelve. This is to better reflect the school’s physical capacity which cannot support continued admissions up to twelve each year. An assessment of the school’s physical space indicates that it can take a maximum of nine children in the reception class in September each year.
No other changes to the school’s admission arrangements are proposed.
What does the proposed change mean in practice?
Places in reception would be allocated up to the PAN of nine. If there are more applications than places available the school’s oversubscription criteria would be used to decide which children qualify for a place.
Children are ranked in the following order, after the admission of children with an Education, Health and Care Plan which names the school:
Children in care and children who were previously in care
Siblings
Children of staff
Children living in the designated area
Children with a professional recommendation
All other children (by distance)

Your data will be stored securely and will only be accessible by members of Together for Families. Your consent for your data to be used in the evaluation will be assumed from you starting the survey.
Survey responses will be collected using the Let’s Talk Cornwall survey software. By completing this survey, you consent to this transfer of your information. This includes any information which may represent your personal data. All the information you share with Together for Families will be stored safely for the duration of the evaluation. It will be destroyed one year after it has finished.
